A new report from Verizon ranks Wilmington among the 20 best small cities in the U.S. to launch a business.

The city ranked #17 in the study, which looked at 300 cities between 50,000 and 75,000 in population.

The study looked at the following factors:

• the percentage of the population with a bachelor’s degree or higher
• average commute time
• income per capita
• access to high-speed Internet
• loans per capita
• tax burden
