The Historically Underutilized Business Zone (HUBZone) Program helps small businesses in designated urban and rural communities compete in the marketplace. The Program offers preferential access to federal procurement opportunities to small businesses that: are owned and controlled by at least 51% by U.S. citizens; are located in an area designated as a HUBZone; and at least 35% of the employees of which reside in a HUBZone. Under this program, the federal government limits competition for certain contracts to participating businesses. The federal government’s goal is to award at least three percent (3%) of all federal government contracting dollars spent stateside to HUBZone-certified firms each year.
