About this Organization

Dover (pop. 38,000) is the state capital and a hotbed for higher education. Delaware State University, Wilmington University, Wesley College and Delaware Technical Community College are all located here. The city is part of the Downtown Delaware program and its downtown is designated a Downtown Development District. Several large manufacturers, including Kraft Heinz and Edgewell Personal Care maintain facilities here.


Programs

A reimbursement up to $5000 for architectural expenses for new or expanded businesses in the high priority target area
A three year business license fee waiver for businesses being established in or expanded to Dover's high priority target area
Grants available for business owners to finance improvements to storefronts and signage
A 50% waiver of city water and sewer impact fees for projects that include an increase in equivalent dwelling units (EDUs).
A 50% waiver of building, plumbing, mechanical, and fire protection permit fees for the renovation and/or establishment of businesses in an existing industrial or commercial space
A 10 year property tax waiver for improvements made to business properties
A 50% property tax credit up to $6000 to renovate designated historic properties
A rebate on the buyer's portion of the real estate transfer tax for businesses that transfer to Dover's high priority target area.
