Downtown Development District program to fund projects in Wilmington, Dover and Milford


Real estate development projects in Wilmington, Dover and Milford will share in a new round of funding announced Wednesday by Gov. John Carney and the Delaware State Housing Authority.

The state’s Downtown Development District program will distribute a total of $4.6 million in rebates to eight projects in the three cities.

The DDD program provides a rebate to developers of projects that stimulate job growth and commercial vitality in eight designated downtown districts in Delaware: Dover, Georgetown, Harrington, Laurel, Milford, Seaford, Smyrna and Wilmington.

This latest round of funding brings the total amount of rebates awarded to $29.3 million since the first rebates were awarded in April 2015.

The projects slated to receive funding in the latest round are:

Wilmington

  • 517 Shipley LLC’s  plans to build a 208-unit apartment building in downtown Wilmington.
  • The renovation of the building at 519 N. Market Street, which formerly housed Kuumba Academy Charter School, into a 33-room hotel and restaurant.
  • The redevelopment of 803-807 Shipley Street into retail, offices and a restaurant.
  • Buccini/Pollin Group’s plans to convert 85 hotel rooms in the Nemours Building into apartments and add an additional 75 apartments.
  • New Compton Towne Associates LP’s improvements to its 76 affordable housing units on Wilmington’s East Side.
  • Ministry of Caring’s plans to renovate 403 N. Washington Street to create additional housing for ministry staff.

Dover

  • National Council on Agricultural Life & Labor Research Fund’s plans to build a three-story office building at the corner of West Division and North New streets in Dover.  The building will house a small business incubator for Delaware State University and staff from NCALL’s Restoring Central Dover program.

Milford

  • Downtown Properties of Milford’s plans to renovate 10 NW Front Street in Milford into office, retail and apartments.
